Is the City out of money ?I keep hearing about this nationwide search for a city Manager but I also hear the City is out of money. How can we keep doing all the things we do without cash. I doubt the Federal Govt will put Edgewater first on the bail out list.

The city is always out of money. The largest portion is going to the police department. Lucky for them, they were able to get their raises in last budget cycle, because they, along with everyone else, is being asked to cut their budgets this year.
It may seem like an extravagance to pay for a city manager, but, and this is the biggest but....
The voters chose to have a city manager and the charter dictates how that is to be carried out. There isn't a choice in the matter.
That aside, I do think we will all be better off financially for it.

nope!! council meetings would be a good place to go to see if your fears are really founded. bet they aren't. this is budget time, cuts yes, broke no. not yet anyhow. don't think it will hapen. also---they are working through the city manager hiring process with presentations set up this week at council from two consulting firms. come and find out first-hand what is happening in the city. but don't make assumptions based on heresay. be informed.
