Director dilemmaOur Park and Rec Director didn’t do it again. She was asked to put a simple path from the Edgewater Elementary parking lot to the pavilion at Citizens Park. So what does she do? She creates a gravel trail that circumscribes the park breaking it up even more and then plans on planting 50 to 60 more trees in the park. That should put the July 3rd issue to bed, one less day to work for her.

To be fair to Lydia, she did say that she did not request the trees. It was an add on by the landscaper.
I'm wondering why we can't lobby the citizens to get together over a couple of days to build this path. Small equipment rental (or even donations) are available and the contractor is going to do the same thing as we would in getting a gravel truck to pour the gravel. It seems that we do not utilize community as much as we might. What about a community event? The city could even offer up a catered barbeque for the volunteers at a lot less than what it would cost to pay a contractor.

Fair would be nice. Last I heard council was asking for a path to make the whole park accessible for the movies. Seems to me that the first time anyone on council said anything about limiting the budget to $10,000 or specifying a direct path from the school’s parking lot the pavilion was last night.
This is a work in progress. It wasn’t until after the director showed everyone a drawing that anyone said yes or no to the money or the path. This is a public process. It takes time. She presented an idea, was given direction and said she would move forward. What’s wrong with that?
Here’s what I don’t understand. Even the gal that is pushing for the path doesn’t seem to mind that the 1st Base to the Pavilion path doesn’t get anyone in front of the movie screen. Wasn’t that what started this?

It will be so advantageous when we have a professional City Manager in place to help the city get through all these proposals. Where is the mayor in all of this? Shouldn't she make sure the proper steps are taken before poorly devised plans come forward before council? We need leadership.

That's why the Charter passed. Unfortunatley it is going to be a year or more before we see a City Manager and then we can only hope Council is capable of finding a good one.

We can hope the transition of government with the hiring of a city manager will take place sooner rather than later even though there is leeway written into the charter for the transition period.
ARTICLE XX. TRANSITIONAL PROVISIONS
20.1 Purpose of Transitional Provisions. The purpose of this Article is to provide for an orderly transition from the present City government to a Council-Mayor-Manager form of government under
provisions of this Charter. The provisions of this Article shall constitute a part of this Charter only to the extent necessary to accomplish that purpose.
20.2 Effective Date of Charter. This Charter shall become effective immediately upon voter approval at the special election that shall be held for the purpose of considering this Charter, except that the
existence and effective date of the City Manager position, and the impact that the existence of the City Manager position will have on the powers and duties of the Mayor and City Council, as those powers exist today, shall be as follows:
(1) By November 1, 2008, the City Council shall prepare and present to the public in the form of a resolution a plan for the recruitment and hiring of a City Manager and a plan for the transition of powers currently possessed by the Mayor and Council to those established in this Charter to be held by the City
Manager. The plan shall include, at a minimum, the development of a City Manager job description, appropriation of monies for a national recruitment effort, setting of a reasonable salary range, and a timeline for the transition of powers from the Mayor and Council to the City Manager, including provisions for the transfer of the Council President’s powers to the Mayor and provisions for phasing out and eventually abolishing the City’s Personnel Board as the City Manager takes over those personnel duties.
(2) No later than with the budget for the 2009 fiscal year, the City shall appropriate monies to pay the salary of a City Manager.
(3) Subject to the details of the hiring process, the City may employ a City Manager beginning on January1, 2009, or as soon thereafter as the position may be filled. On July 1, 2009, if no City Manager has begun employment with the City, Council shall act to name within the next thirty (30) days, or by August 1, 2009, a department head to serve as the Acting City Manager pursuant to Section 9.1(5) of this Charter.
(4) Upon the hiring of a City Manager or appointment of an Acting City Manager, the timeline for thetransition of power from the Mayor and Council to the City Manager that was prepared by Councilpursuant to Section 20.2(1) above, shall be implemented so that the City Manager or Acting City Manager shall have and exercise all authority and power vested in the office of City Manager by this Charter on or before the City’s next regular municipal election in November of 2009.
(5) As with the transfer of power to the City Manager, the transfer of power from the Council President to the Mayor shall be complete, in a manner determined by Council, no later than the City’s next regular municipal election in November of 2009.

For anyone who thinks a red breeze walkway around Citizens Park is a good idea, I might recommend you go to the park today. It would be better called Citizens Lake as it is under 2 to 5 inches of water. The reason for this is that it's primary function is as a holding pond for urban drainage. Gravel pathways have a tendency to wash away under such conditions. The park is going to be a mucky mess for at least the next week.

Ha!It is SOOOOO much easier to roll on grass than gravel. Walking and running too! That's why the regular and special Olympic marathons are held away from all those pesky trails, tracks, sidewalks, and streets. That's also why the Leadville 100 is just a perfectly straight cross-country 100 mile run - no trails needed.
I heard Devon Barclay is going to lead a new revolution of able-bodied people who roll through public grassy areas mocking the disabled who can't follow. He's going to call it, "Wheels without roads."
Serves those disabled people right. They aren't born that way - it's a lifestyle choice. Why are they pushing their BS on the rest of us? I heard they don't pay taxes either.
In my book, if you don't pay taxes, you aren't a citizen. You also aren't entitled to any public benefits - including justice. That's why killing disabled people is perfectly legal.
I just thank God disabled people have to stay in their homes during the daytime. We wouldn't want children to have to look at them.

quick referenceDevon, trust me on this one. Whoever, you thought was the previous post; it wasn't. As you sould have noticed by now, those that seem to be after what you think is (your bag of nickles) is NOT. This argument stems from something that should already been there.
Devon, I like you HOWEVER, my guess is that I will like you even more after the puppet stick has been removed. (pandering; I'm willing to discuss this with you anytime anywhere but not on the phone )

Frankly, I get no kicks out of making points to Devon. I like him OK This is NOT fun for me ......BUT,it might be.

The argument is not whether the handicapped have "rights". It is quite obvious that a great deal of societial effort has gone into accomodating those with handicaps and rightfully so. The issue is whether or not it is practical to build a walkway in an obvious floodplane. And yes, many activities are held on grassy surfaces including those for people with pedal disabilities. Citizens Park is hardly a candidate for a marathon.

Back under the Regan administration we emptied our mental institutions and changed the title of the status from mentally ill to homeless person. Is a bipolar personality any less disabled than someone in a wheelchair? Yet we try to hide our homeless population during the DNC. The cops did a sweep of Speer Blvd. and threatened to arrest these unfortunate victims if they even thought of showing up within the anointed area. What was the solution? Send them to the zoo or a movie, anywhere but where they could be seen by the people who claim to care the most?
It is a cruel world at times and I don't expect things to change much in the near future. I'm sure we have cops patrolling our parks tonight getting rid of the "bums" migrating West from Cherry Creek. One of those "bums" could be my grandson whom we have not heard from in two years. He suffers from PTSD, a souvonier from his duty while serving his country.

I would rather have people who respect each other no matter what is different about them. Than some of the younger fractions of society, I see today. Who sadly are in need of some lesions in diversity training. If , that takes a "kick" metaphorically speaking. Then kick away. I think this world need more caring ,descent people who communicate.
Is that such a bad thing?

Yeah that runoff water needs some diversity kickin for sure. How dare it mess up our caring park? Besides Kentucky Bluegrass is very bad, only hateful, homophobic, racist, polluting, sex offenders grow the stuff. I say kill the wheel unfriendly stuff in all of our parks. Concrete, dirt and native plants is the way to go!

Yeah but you diverse people can appreciate and embrass me in spite of my handicaps. After all I'm human too and am worthy of all the same respect and availability that you "normal" people enjoy. Prejudice is a funny thing, it cuts many ways and in many directions and it is way to easy to point a finger at someone else and that has been the whole purpose of these post.
Mr. Barclay bothered to pull out his old wheelchair and reaquaint himself to it's limitations. You may not have liked his findings and I'm sure his investigation was limited in scope. But no less limited than a Wheels in the Park PR stunt. At least he was trying to understand and wiegh it against the geographic reality. For that, he has my respect. For that he should have your understanding. The next time you want to point a finger and scream "Prejudiced", perhaphs you should first go to the mirror and take a long hard look. Kicking someones head in because their thoughts don't exactly match your own. Shame on you for even thinking such a thing.

well what I see here a classic case of a split -post- identity-syndrome .
The poster previous begins by referring to him\her and how him\her is being picked on for being different.
Then in the second half we see the poster referring to Mr Barclay in the second person. (who, is the one who has been picked on . )
So, is the beginning of the post by Mr. Barclay then the second half by another person. Or, is this person, Mr Barclay with two persona's or is this the work of more then one mind.

No this is the Mind Cop, who also has been told he does not have a clue. To the previous poster, does the word facetious ring a bell? Because that is the mood of the first part of my last post. No Freud, no Jung, just good old sarcasim. What the Mind Cop see's going on is a lot of hypocritical BS. Mr. Barclay is perfectly capable of making his own posts and probably wouldn't agree with me on most things anyway. I wouldn't have bothered to try to traverse the park in a wheelchair. Way to many variables (electric VS manual. sport VS ambulatory etc). I'm just a guy who's sick and tired of being told what to do and how to think by a bunch warm fuzzy, kneejerking, freaks. You want to be warm and fuzzy, fine, don't cram your contradictory crap down my throat. I refuse to be a "victim" but I have compassion for those who really are "victims" and I do know the difference. An ounce of mutual respect is worth a lot more than a ton of so called diversity. Now that I believe even Mr. Barclay would go along with.

Hmmmmm. Lets see, the Director, in the P&R budget forgot to allow any funding for implementing the Tree Master Plan as just recently passed by Council. What else? Oh yes, she also forgot to budget for The Parks and Recreation Master Plan as ordered by the Mayor. She made damn sure she budgeted for them senior trips up to the casinos though. She did all of that without any help at all from the P&R Board. She's a big girl don't you know.
