Excerpt from the April 16, 2009 City Council Minutes under Item Mayors Report:
"Mayor McNulty stated that she had determined establishing the roles of both the Park and Recreation Advisory Board and Director Hamilton to be “critical.” She stated that she was in the process of “tasking the Board with different ground rules.” The next meeting of the Board had been set for April 20th at 6:30 pm."

By what authority is the Mayor "tasking the Board with different ground rules". That is a power reserved for Council. The fact that Council has been derelict in their duty to redefine the P&R Board or abolish it by ordinance for almost eleven months does not mean the Mayor can run amok and assume powers she does not have.
It is time for Council to get up off their butts and implement the Charter in regards to all Boards and Commissions. June 24th will be the first anniversary of the passage of this Charter, they have had ample time.

The report from the Parks and Recreation Department said the board and the department had met and were ‘back on track’. Whatever happened is finally working for the good of Edgewater.

They haven't done anything, so how do we know if they are "back on track"? Whatever that is. Are they reviewing the budget or working on a P&R Master Plan? That is they only track they have at this time. Council hasn't authorized them to do much more if that.

As you can clearly see, the board has more than budgets and master plans under their list of things to do.

ARTICLE 12
Parks and Recreation Advisory Board
Sec. 2-12-10. Creation.
In accordance with Section 11.7 of the Charter, the Parks and Recreation Advisory Board has been created. (Ord. 12-08 §1, 2008)
Sec. 2-12-20. Duties.
In addition to the duties set forth in the Charter, the Parks and Recreation Advisory Board shall prepare and submit, from time to time as requested by the Mayor, a proposed master plan for the development and maintenance of a modern park system; shall cooperate, as requested by the Mayor, in preparing the portions of the proposed City budget pertaining to parks and recreation; and shall make, as requested by the Mayor, recommendations for the establishment and conduct of recreational programs for the City. (Prior code 16-2; Ord. 12-08 §1, 2008)

Finally the board is doing what the city needs. The are working on recommendations for the establishment and conduct of recreational programs for the city at the request of the mayor. Exactly by the book!

They have been trying to do that for the past two years and have been denied at every turn and accussed of trying to micro manage the Director. They have even brought the issue before the City Council that the ordinance needs to be updated to comply with the Charter. Every Board and Commission (CRCC excepted) must answer to either the City Council or the Manager. Every City Manager Candidate I talked to said the Boards and Commissions should be responsible to the Council. So what little game is the Mayor playing? On the one hand she accussed the Board of micro managing but now it's OK? The Mayor is little more than a figurehead at this stage. Thank God in my opinion.
As far as this "new" Board goes, they have not been in place long enough to have done anything. Council needs to write the ordinance and let these folks go about their duty without the Mayor or Director running interference on them. I'm sure they will do a good job.

The problem is, I'm not alone. Most of Council is upset with the Mayor and her shenanigans as well as a good portion of our Citizens. The McNutty and Fox days are almost over.
