I was hoping that the major changes could happen a little faster. Council is in the process of interviewing a search firm for the city manager. Hopefully that will be completed by the end of November. From the applications, the expected time for the search is four months. The city manager will take his or her role from day one.
The changes in the charter not related to the city manager are being implemented as we go. The city attorney is keeping us informed about any changes that we need to take into account. The budget timeline was one of them. (Thanks for that charter commission :)

We tightened that budget time schedual for incomming Council's. You are a transitional Council and need to be thinking as such. Read the controlling document, The New Charter. It is all laid out neat and in due form for you. But you knew that all along, didn't you?
